The Alliance Exchange Program-
This newly founded program allows the passage of a person from one allying city to another safely. However, if two cities are at war, or are not allies, the AEP does not apply to any people in those cities. You may still have a character from one visit another, but it is much, much more dangerous if the two cities are at war. Other cities, like Shifuto Hiru, Shifuto Aisu, and Nain Taiyou, are nearly impossible to get to with out the AEP, because they are so well hidden. Cities like Taikai Ueki and Kagirinai Arashi are just as dangerous, because they are so well guarded.
Purpose:

The AEP was created by the leaders of Nain Taiyou, Taikai Ueki, and Riku Haru. There were many complaints coming from the residents of Nain Taiyou and Taikai Ueki that they were not able to visit family. The complaints had been around for decades, but finally, the three leaders sat down to discuss the issue. The leader of Riku Haru, Tibalt Cumberland, explained how wars were growing between cities, and it was his belief that this could be minimized by allowing residents to travel from one city to another.
However, the leaders of Taikai Ueki and Nain Taiyou were worried about this idea. Both discussed the issue of being discovered and over ran. The leader of Nain Taiyou, Fantisa Marrow, argued that her city was well hidden to keep the residents safe, and that the AEP would ruin that security. The leader of Taikai Ueki, Siber Kimoni explained how the city had worked hard to get the peace that it has, and was worried that outsiders would break the peace.
Finally, after months of discussion, the three leaders agreed on the AEP, under the conditions that the residents visiting alliying cities had to be kept under watch, and had to be taken there without giving up the location of the city. They assigned Location Guards to take them from one city to the other and to keep an eye on the visitors.
The program emmediately got response, and many residents signed up for it. Because of this, and privacy issues, the leaders decided that the residents visiting the allying cities had to "check in" every morning with the AEP Location Services. The AEP Location Services also picks random residents to complete an evaluation test, in which highly skilled Location Guards watch them carefully. This is to make sure that they are not smuggling things in or out of the city or causing trouble. If a person does not "check in" just once, they are hunted down by the Location Guards and thrown in prison, to avoid run aways and messes.
